RESUMO

It analyzes the inclusion of librarian professionals in Paraíba s Municipal Public Libraries as consequence of the national policy of implantation and revitalization of this equipment. Such a policy is fomented by actions of the Open Book Program and the More Culture for Public Libraries Program coordinated by the Book, Reading and Literature Management of the Ministry of Culture and by the National Library Foundation/the National System of Public Libraries. These actions have the purpose of decreasing to zero the number of Brazilian cities without Public Libraries and they were theoretically featured as information public policies, initiated in 1932 with the creation of the National Book Institute (INL). The research visited eight cities in the four mesoregions of the state covered by the programs. It interviewed the Municipal Education and Culture Secretaries by means of a following Content Analysis technique so as to explore the gathered material in search of the hypotheses validation, arisen a priori, concerning the inclusion of librarian professionals in Municipal Public Libraries. The study had three among five hypotheses confirmed. It concludes that Paraíba s Public Libraries yet do not possess, in their major part, the librarian professional. Further, this scarceness is due to the lack of managers fulfillment of the law 4.084/62, as well as to the lack of professionals in the state s countryside and of financial incentive offered by the cities.
