RESUMO

The alteration in the legislation of the Brazilian water resources generated some changes in the management policies of these resources. Such changes culminated in the creation of Hydrographic Basins Committees as a way to democratize the system, since the Committees are deliberative agencies considered as forums of debate or even as a Parliament for the question of water. In spite of this new way of waters management that has been established by federal law to every Brazilian state, the committees havent been installed in all the Basins, even in Distrito Federal, the capital of Brazil. This assignment presents the results of a research about the importance of the Basins Committees for the management of water resources, starting from the experience of the Basins of Piracicaba, Capivarí e Jundiaí (PCJ), that already have committees installed, and of Lago Paranoá-DF, whose committee is still in the stage of creation. In both cases there is a specific state and district law that foresees the creation of committees for the management of water resources, although there wasnt much advance in DF yet. Taking both cases in consideration there are still questions to be made: is the basin committee an instrument able to provide an effective participation of the society in the management of water resources? and who are the most interested in the creation of the Basins Committees? It is intended to make a critical study of both basins so as to evaluate the management of water resources as well as its preservation conditions, water quality and the participation of the society in the management of these resources. With the intention of verifying the dynamics of the political and technical articulations in the creation of the PCJ Basin Committee and the Lago Paranoá-DF Basin Committee, comprehending the relations of power among the main actors involved with the current management of water resources in both basins, and identifying the results about the studied basins up against the existence or not of committees. Ahead of everything this is the certainty it is necessary that the citizens become aware about the importance of their participation and make the laws about the water management fulfilled, beginning from the creation of committees.
