RESUMO

This research tried to understand how the performance of public institutions, responsible for regulating, planning, management and promotion of cultural tourism in the cities of Florianópolis and Porto Alegre, whose capitals are Santa Catarina and Rio Grande do Sul, would be essential for the enlargement of the cultural tourist attractions and the raise of quality of the cultural tourism, according to a sustainable prospective. Therefore, the first step was to recognize the geohistorical development procedures of the following cities, Florianópolis and Porto Alegre, with the subsequent identification of the official buildings, within the period of the eighteentth century and the first half of the twentieth century, which of its cultural and architecture heritage and which have high potential for being used by cultural tourism, as they contain important cultural meanings. The first stage of the research was fundamental to have the relevant understanding of the cultural tourism development in these cities, so that their contributions for the social development could be pointed out and possible to show the importance which the public policies of cultural tourism have for the value and conservation of the architecture heritage, as well as the responsibility of the public sector in promoting this activity in a sustainable way. The method used for this research was qualitative based on the systemic approach and the methodology applied was the case-study assisted by the bibliography and documental techniques. The information obtained was analyzed according to the documental analysis technique. The results of the research show that the use high potential of official architecture heritage for the promotion of cultural tourism and more of democratic social practices require a bigger engagement of the State elaboration and implementation of public policies specific of cultural tourism, so that the society and especially the tourists of these heritage of cultural meanings, greater cultural valorization and the efficient contribution, inside the possible limits of one sector performance to lead the social development for more sustainable ways.
