RESUMO

This dissertation deals with the subject of material goods management in Federal Public Administration from a logistic point of view, focused on the concepts of Supply Chain Management (SCM) and knowledge management. It defined a more efficient model of material goods management for material goods supply processing, as well as for patrimonial controls. The academical meaning of the subject is relevant, given the paucity of publications directed to material goods management by the Brazilian Public Administration. For the purpose of developing this essay, a research was carried out, with methodological, quantitative, and qualitative approaches aimed at a descriptive result, through bibliographic investigation and field research. The latter had the purpose of discovering, through interacting with employees and material goods managers at the Federal Public Administration (Ministries), how to turn material goods management into a more efficient process. This field research, with theoretical support from knowledge management and Supply Chain Management (SCM), allowed for the definition of a model adequate to the public agencies reality, which could improve the efficiency of material goods management in Public Administration. It is the conclusion of this paper that the model developed herein will allow for the gradual increase of the efficiency of material goods management in the Public Administration, concomitant with the execution of the defined phases themselves.
