RESUMO

The research of the relation between the rural electricity utilization and the productive modernization have shown the relevance of this input for the primary sector development, the main segment of the Mato Grosso do Sul State economy. In the end of last decade, a specific program named Luz no Campo, was introduced all over the country by the Federal Government for the purpose of intensifying the rural activities, aggregating technology to the product from that region. Recently, an Electrical Energy Universal Attendance policy was implemented by the Brazilian Government, the most important instrument to extend electricity to rural areas nowadays. This research proposes the analysis of the potential guidelines that could bring solution to the non-attendance rural properties in terms of electrical energy infrastructure. Since it was essential to delimit this study geographically, the selected regions to an experimental laboratory were: Central Region of Mato Grosso do Sul State, involving Campo Grande, Ribas do Rio Pardo and Sidrolândia districts. Those districts were taken into account because of their representative samples as well as their diversity of attributes in terms of regional context. The visible distinction of the characteristics for electrical energy attendance in both rural and urban areas, besides analysis about the influence of the technology inovations by the electricity to the rural productivity, converged this study only to rural area. An extern research was made at the three districts, involving rural producers, as well as the bibliography research, to analyze the productivity increment perspective and the rural producer life quality, using the electricity in their production process. Although it seems to be complex in terms of technical meaning, the solution that succeeds from a hybrid propose the use of different energetic sources can be appropriate to environmental and economical reality for each delimited area. In such case, the problem will be perceived as a rural energy instead of rural electrification, because the mix of the primary and secondary sources can be the most suitable alternative. Therefore, each rural property and rural end-users have peculiar characteristics, which must be analyzed to reach a correct mix among the available energy alternatives.
