RESUMO

The objective of the dissertation is to study solidarity economics in Brazil and the contributions that government and the private sector can provide to local development. The research is descriptive and analytical, having been done through the economic theory of application for selected information by bibliographical and documented research about the object of study. Additionally, the econometric method OLS was used to verify the principal factors that influenced the existence of solidarity ventures in Brazil, having as a base the information available on the National System for Information on Solidarity Economics (SIES), developed by the National Secretary of Solidarity Economics (SENAES). The work realizes an interpretation based on the historic-dialetic Marxist materialism method to identify the motives that conditioned the evolution of solidarity economics internationally and in Brazil, and also discusses the problems related to the functioning of the ventures of solidarity economics - construction of an administration that is self-managed, support network organizations, commercialization, financing, professional qualifications, and the development of social technologies. The empirical evidence of solidarity economics in Brazil is analyzed, highlighting the politics of promotion developed by SENAES and other entities. The study reveals that solidarity economics occupies a marginal role in the capitalist economy of Brazil, but although it came about because of social movement initiatives to find an alternative to unemployment or to better the pay of self-employed workers, it has been expanded with the support of the State, contributing importantly to the socio-economic inclusion of the poorer population and to local development. It was concluded that government and the private sector have stimulated the creation and development of solidarity economic ventures in Brazil.
