A coordenação pedagógica itinerante: o cotidiano em duas gestões municipais.

RESUMO

The study of school administration in the municipal scene is the frame of this doctors degree dissertation. It intended, in this sense, to investigate a general question the contributions daily practice from itinerant pedagogical supervisors working in the municipal secretaries of administration education in two municipalities of the north coast in the State of Bahia, Brazil, to advance the education. In this research are presented the similarities, peculiarities and the meaning of these different contexts. The concepts of school education are theoretically analyzed and also the educational administration in the municipal context, identifying the implications of democratic administration, its administrative space and the responsibilities of municipal secretaries of education and its agents. This study gives a historical and conceptual retrospective of pedagogical supervision in Brazil and in the State of Bahia, pointing the beginning of formation of the pedagogical supervisor in the course of Education. This work tries to understand through research in available documents the style of the practice of administration accepted in both municipalities and discusses through empirical investigation the daily routine of these pedagogical supervisors, considering theirs duties, limitations, possibilities and challenges found in theirs professional activities. Finally, are systematized the theoretical and practical contributions from the research and gives opportunity to the municipalities involved in the research thus allowing a reflection of the developed work, assuming the relevance of existence and performance of pedagogical managers compromised with the community. Methodologically this is a multi case study. The evidences had been collected from documentary analysis, direct observation, questionnaires, and interviews. The research shows the existence of different rhythms in the practice of the pedagogical supervision according each space and also the urgent necessity of the municipalities to modify the configuration of the pedagogical itinerant supervision toward a physical and permanent presence of these agents in the schools. The study also indicates the importance to exist municipal secretaries of education compromised with the democraticparticipant municipal administration conception. In this sense, the pedagogical supervisors can be significant agents.
