RESUMO

Much has been argued, mainly in the scope of the Strategic Management and of the Production Engineering, particularly in the Operations Management area, on the vision from within outside of the companies as source of competitive advantage. This source, however, needs valuable resources, that are inimitable, durable, irreplaceable and with competitive superiority. In this context, the dynamic interaction of the human resources is worthy of emphasis, because they have been showing if along the years, as much of academic form as organizational, a fundamental piece for form the real value of a resource, of a capability or of a competence. The main purpose of this study is to recover part of the literature on the discussion of the Resources-Based Theory, seeking identifies the contribution that the study of the Competencies and Capabilities has provided for the sustainability of this theory in the strategic processes of the organizations. In a second moment, in order to fortify that contribution, intends to identify the potential value of the intangible resources, through the measurement of these concepts of Competencies and Capabilities on the basis of a model of measurement applied in studies about the concept of the Intellectual Capital. The present dissertation, based on a theoretician-conceptual study through the technique of bibliographical research and also through theoretical-conceptual models, is concluded with the development of a strategic model revealing the integration of these concepts, through the indicators published by Skandia, company of insurances Swedish headquartered in Stockholm. This framework will enable also, present the position that the concepts of Competence and Capability exert in the Resources-Based Theory, as well as its measurement through the concept of Intellectual Capital.
