RESUMO

This study searches, through a social-historical research, to know the history and to understand the political-social configuration of the construction of Paranaíba (MS) penitentiary, in the way of relating the interests of the distinctive social agents, the articulations and the political interventions that happened among the deciding structures of the Municipal, State and Federal Powers in the process that enabled its construction. The option for the theoretical contribution of Norbert Elias, trying to understand the political and social relations, the supporting net, the dependence and the interdependence between the individuals and the institutions that were set up in the community concerning the building of the penitentiary. The study involved the management of the prison system, the community itself and the politicians of the Mato Grosso do Sul State. This way, we intend that this investigation gives data and information that allow a better understanding of the involved features in the process of the construction of the public buildings and that it serves as elements for a more accurate reflection about the usage that involves the society, community and public power representatives. The data were selected from the pertinent laws, documents, interviews, and articles from newspapers. The analysis of the data followed the principles of the technique of the content analysis and had a preponderant descriptive approach. In this study, we still can see how the politicians and press, allied to convince the little politicized and even little enlightened population, reach their goals, as well as it allows a better understanding of the backstage of the dealings, and so making possible for the citizens a better elucidation in the sense that they can start to fight for more rights to participate and to pursue what is decided for their city.
