RESUMO

The objective of this work is to achieve a case study of the process of creation of the Mercosur Parliament. To reach this proposes the dissertation use the method of processtracing described by George and Bennett (2005). The chapters are organized to show the stages of the process of construction of the regional parliament. The first chapter presents the institutional characteristics of South Common Market (Mercosur), the activities fulfilled by Joint Parliamentary Commission of Mercosur during the 15 (fifteen) years that precede the Mercosur Parliament and the window of opportunity which the presidents Luiz Inácio Lula da Silva and Néstor Kirchner create to the proposal of a regional parliament become a point in the agenda of the bloc. The second chapter offers a brief discussion of the mains paradigms of international negotiation, bargaining and problem solving, to subsequently undertake the analyses of the negotiations of the text of the Mercosur Parliament Protocol Constitutive characterized as predominantly cooperative. Other issue treated in the second chapter concern the development of the Mercosur Parliaments rules of procedure. The present work develops four categories to achieve the study of the rules of procedure production: 1) centralization or not of the preparation of the rules of procedure; 2) Committee Composition; 3) Norms of works organization; 4) Divergences. The third chapter broaches the institutional characteristics assigned to the Mercosur Parliament comparing them with parliamentary culture existing in the National Congress of the countries belonging to the Mercosur and the European Parliament, since theses five parliaments served as base to the congressmen of Argentina, Brazil, Paraguay and Uruguay architects the internal rules and the administrative structure of the regional parliament of the Southern Cone. The competence to legislate was not assigned to the Mercosur Parliament, for this reason to strengthen it, is necessary to intensify the contact with the society. One of the instruments to achieve this objective is te communication trough the internet. Thus, through the Braga (2004) categories the present work compares the web sites of the six parliaments above quoted and perceive that the Mercosur Parliament web site needs to improve the points concern the navigability, interactivity with the addressees and presented more information about the work in the committees and the parliamentary acting.
