It was found in the Federal Constitution that the city could legislate in favor of its own interests, thus being allowed to create norms for the mining branch with active in its territory. The suggested instruments were financial security, surety bonds and guaranty, all involving direct and indirect costs that could incur over the operator as a result of employing such instruments of financial security.
