RESUMO

The demand for services and goods with a high degree of efficiency and effectiveness are essential prerequisites for modern organizations. In healthcare to be efficient and effective means, among other things, contribute to the reduction of disability and also the maintenance of human life. In this study, the Service for Mobile Emergency in the city of Belo Horizonte is focused. Ensure that your answering service with emergency situations is carried out in the shortest possible time, dealing with restrictions inherent in any system (equipment, personnel, traffic problems and / or weather, etc.) is one of many problems. Recent studies show that the response time of the current system is in his 21 minutes (time between the call via telephone and the ambulance arrived at the scene), this time quite distant from the international standard of care that should be close to 8 minutes. Factors related to amount of ambulances available, location and number of bases of operation, use of technology, availability hospitals and care centers, and etc. are key elements contributing to a more effective service. In this study, an optimization model is proposed in order to re-locate the bases of operation. We hypothesized that by optimizing the location of the bases of operation of the system, a better response time for service is possible. Have been proposed scenarios and configurations were tested using the optimization model and a model of discrete event simulation. Feasible solutions were found and proposals, aiming at improving the service retrospect, considering issues of economic and operational changes.
