RESUMO

Innovation in micro, small and medium enterprises has the bottleneck to fundraising. In times of financial crisis these features become even more scarce, an alternative to these companies is to resort to raising funds from the State, the sole agent of the productive sector and economic development that has financial resources that can be used to promote successful innovation in to medium-sized companies, small and micro. The Approach initially developed by Triple Helix Jorge Sabato (1964) and later perfected by Henry Etzkowitz (2009), is the basic framework of the study outlined herein, it being relevant to the understanding and application of the theory by universities, business and government, society at large, providing the appearance of new businesses that create income, jobs and skills. This time, as has research problem: the promotion of micro, small and medium innovative companies widen their results, reduces risk and brings together universities, businesses and governments? It arises as a precondition to this question: if the MPMEs to foster innovative, gives them a difference in your results by improving their processes and financial performance, and the interaction between university, business and government is in its infancy in the state Ceará. In order to understand these issues has been the main objective: To analyze how Technological Innovation Fund of the state of Ceará - FIT-08/2009 impacted the results of micro, small and medium enterprises benefit from this fund in light of the Triple Helix approach, and Secondary objectives: identify and describe the benefits the companies awarded the FIT, in view of its products, processes and financial performance, to analyze how was the realization of projects subsidized by the FIT in the light of integration between University and Industry and Government (Triple Helix ) and examine the depth of relations in Triple Helix and the benefits obtained from the FIT in MPMEs. Aiming to achieve the above objectives, we conducted a qualitative research (FLICK, 2009; TRIVIÑOS, 2009; GASKELL, BAUER, 2008), interviews were conducted with managers and technicians from university research centers that were involved in the program FIT-08/2009 . Among the survey findings, it was found that fostering innovation leverages the financial results and corporate image, and still there on the regional structure provides the practical implementation of a model based on the Approach of the Triple Helix.
