RESUMO

The administrative reform for which passes the administrative apparatuses of the States of Latin America demonstrates to a necessity of adequacy of the installment of the public services to lesser costs and to allow a greater participation of the involved communities. This form, it gains relief the participation of the civil society organized or third sector in the definition of public politics, the fiscalization of the implantation of these and in the proper installment of the public services, of form to allow to a democracy with effective participation of the society. Expressive phenomenon of the end of the passed century, the performance of the third sector with the Public Administration can be considered one of the main forms to increase the participation of the society in the democracy. In this context, the study of the relations of the Public Administration with the entities that compose the organized civil society get itself very important. This way, the objective of the present work is, from the study and of the understanding of the administrative reform and the sprouting and the fortifycation of the third sector, to make reflections concerning the legal regimen of contribution today established to discipline the relations between Organizations of the Civil Society of Public Interest and public beings and to make legal proposals understood as necessary so that the related legal regimen get adjusts to the intentions biggest of an administrative reform: to allow an efficient public administration, isonomic, democratic and, over all, that it assures the participation of the citizens
