RESUMO

The Decisional College Processo of the Universidade do Estado da Bahia (UNEB) constitutes the subject of this study, starting from the comprehension that by producing and transmitting knowledge, in and for society, this entity shows its social role and establishes a narrow relationship between these two universes. It reflects in the institutional structure and functioning. Being a multicampi institution the UNEB has twenty four departments in different regions of the inland in Bahia. Some of these departments were created as a result of external interference and, sometimes, the administration and evaluation of the local activities become difficult to be done. The UNEBs characterization as an organization makes us understand that its structure and functioning are very complex. In its institutional goals it is distinguished the college aspects which are understood as the decentralization of actions involving, in this case, several sectors as well as the effective participation of the teaching staff in the planning process and specially in the decisional process which is a prerogative of the Superior Councils of the Institution. Thus, the analysis of the influence of power relationship that exists in the structural levels of the University considered here, establishes and justifies the issues of this research: How does the relationship between the guiding institutional plan of development in the university and the decisional process happen in the Superior Councils? A descriptive approach has been taken as basis, considering the importance of the methodological procedures to elucidate the issue, also considering the possibility of having the description and interpretation of reality without any interference of the researcher in the unity of study. It is what is recommended by the experts in researching methodology. To develop this study the connection of the bibliographical research and the documental research became essencial. The empirical investigation about the Decisional College Process in the multicampi university contributed for the methodological definition. A case study, having the UNEB as a unity of research was chosen for limit. The master line for the study became the content of the general goal. To identify the relationship between the College Process for taking decisions in the scope of the Superior Councils in the University, and the effectiveness of its actions regulated by the Plano de Desenvolvimento Institucional (PDI). Based on the evidence taken from the analysis of the Colleges deliberations, it is supposed that the question which generated this research has been answered. It is also recognized that although the Institution has been trying to be up-to-date as a way of adaptation to a new context in the educational and technological areas, the performance of the Institution is linked to its organizational structure and to the nature and aim of its current decisional process.
