RESUMO

In this multidisciplinary study, it was analyzed the influence of rural and environment public policies in the land market, as an indirect effect, because the main target of these policies was to obtain successful in the binomial: the soil conservation and the improvement of water quality. It took advantage of the works on soil and water conservation and of the management in watershed, which were canied out in Paraná State, in the last quarters of the XX century, to evaluate if the price of the land is sensible to environment improvements. In particular, the positive results and the evolution of the works in isolated small watersheds contributed to the emergence of the Rural Paraná Program, with state scope in tbree levels of priority in its form of action: high, midd1e and low priority. Then, this research arose from these tbree differences in the program application, not only in macroregions, but also in municipal levei, and revealed that there is an positive interrelation between the land market and the environment. It also allowed to veri:fy that there are few studies, specially in Brazil, dedicated to the measurement and the evaluation of the influence of the soil conservation on the price formation of the different land types. Therefore, the efforts of these policies reached not only productivity, but also speculative expectations of the agents, because it was realized that, afier the adoption of conservationist practices, the reproduction of the profits was doubled, as much in productivity terms as in price increment of their properties. Finally, the articulation of private and public interests in watersheds is more visible and adequate, with real possibilities to be tumed into improvements to local and regional development; that is, the dissemination and adoption of the soil conservation practices also bring inside themselves public benefits in terms of water quality and other environment characteristics. Therefore, the more the environment occupies space in society, as a priority for the survival of a specific region, the more the orchestration of interests by watersheds will be evidenced, and the more it will be necessary its organization, in order to make its process of endogenous development
