RESUMO

Strategic planning is one of the management tools that closer to the participation concept adopted by the cooperatives, as both need the commitment of all the members of the organization to be successful. When well conducted, this process can enlarge the potentialities of the cooperative, in doing so that this one establishes objectives and mobilizes the necessary resources to reach them. To commence, it can appear that the strategic planning is a complex tool for organizations that do not have professional managers, but the presented models, in this study, focus the tactic and operational planning, which in certain way are made present in the daily proceeding of any organization. Thus, this case study, supported by participant research technique, had as objective to analyze, in the context of the theoretician - methodological approach of the strategic planning, the case of the Cooperativa Grupos de Inclusão Produtiva (Cooperative Group of Productive Inclusion) COOPERGIPS of Blumenau - SC. For such, the activities of the cooperative were accompanied during twenty months, by participating of the assemblies and gathering information on the researched factuality. When done, theoretical support was collected in order to present a simplified methodology, compatible with the organizational environment studied. As foreseen, the concepts of the chosen model were easily absorbed by the management of the COOPERGIPS and by the cooperated ones, which contributed, considerably, for the definition of the objectives and the strategies to be adopted to allow the cooperative development and acquirement of autonomy. The plan was prepared and some of its strategies were implemented during the course of 2007. The success of the implementation of this plan, however, will demand a high degree of commitment of the cooperated ones, specially what concerns their presence in assemblies, as, according to what was perceived, the rotation of members present at the meetings generates discontinuity, in other words, causes interruptions in the planning process and implementation of the activities
