O Programa de Apoio ao Desenvolvimento Cientifico e Tecnologico-PADCT : um exercicio de analise de politica

RESUMO

The Support Program for Scientific and Technological Development, was launched in 1985 as an instrument of National Policy for Science and Technology. It has been operating with resources from the national treasury as an item of Science and Technology and also from a loan made available by an agreement between the Brazilian Government and the World Bank. This is a pioneer experience in Latin America. The Program was conceived as an instrument directed towards changing the structure of Brazilian scientific and technological research. It is based on the adoption of a series of administrative, financial and management devises for the purpose of modernizing systems and bringing R&D institutions into closer contact with the productive sector. The present work analyzes the SPSTD in an attempt to enhance its dimension as a policy instrument for reorienting the Brazilian research system. For this purpose, a series of conceptual mechanisms were utilized, which were furnished principally by policy analysis. The work studies the process that conceived the Program, the characteristics of its implementation and the evaluations made about the Program itself. The analysis made. revealed the limited achievement of the objectives established at the moment the Program was created. It also allows inferring that these restrictions can not be explained simply by faulty implementation, but also by problems derived from the process itself of decision making involved in the conception of the Program: the adoption of a linear model of innovation; the presence of a process of conflict and bargaining, as much as in the conception phase as in some moments of implementation; resistance of the research community and of the agencies promoting it; etc. This work was undertaken with the intention of proposing suggestions for improving the decision making process of Brazilian scientific and technological policy. It also produces a perspective of analysis which up to the present time has been little utilized
