RESUMO

The purpose of the study "Human Resources Management Based on Autonomy" is to develop a methodology for quantitative and qualitative analysis of "autonomy". Currently the autonomy capacity shown by individuals is considered to be a strategic expertise, which produces competitive advantages. The understanding of the human tendency to manifest a growing competence towards self-government will come to influence on strategies, policies, and practices of human resources. The theoretical foundations of this study required bibliographic research on subjects such as the management theory, the organizational theory, the human resources strategic management theory, cybernetics, organizational learning, as well as recent studies on the functions and mechanisms of the human brain. We introduce a tool called PAW - "Pointer of Autonomy at Work" -- intended to evaluate / diagnose the autonomy manifested by individuals. The validity and legitimacy of PAW was demonstrated through a quantitative research carried out in a random sample of 387 graduate and postgraduate students at three universities in Brasilia / Brazil.
