RESUMO

The process of globalization of the economy has provoked changes of paradigms with consequences politicians, social and legal. In the global market the commerce started to demand less rigid borders each time for the free circulation of good, services and people, flexibility of concepts and rights, reduction of costs and little intervention of the State in the economy. However, if it cannot say that the work market functions globalized, has seen that only to the qualified man power the borders meet not capable of being transposed. In this context, the man power not specialized, generally originary of developing countries, develops the migratory flows, in search of better conditions of life, the example of the Brazilians who immigrate for Portugal, motivated for the easiness of the language, for being not friend and gate of entrance of the European Union. The governments of Brazil and Portugal had signed the called Agreement of Reciprocal Act of contract, in order to facilitate the regularization of its national ones that they immigrate for the territory of the other. Despite the Agreement, thousands of Brazilians meet in illegal situation, although to take care of to the requirements of residence and work, which had the legislative and bureaucratic impediments. Thus, for the fact to be without documents, the abuses, exploration of man power, the discriminatory women become vulnerable citizens the sexual siege, attitudes, police actions and expulsion. The situation requires positive attitude of the governing of the two countries and respect to the human rights. Valley to stand out that these people with its work and its remittances in money, feed the economy of the two countries
