RESUMO

The increased participation of subnational governments and nongovernmental organizations globally has strengthened the identity and the role of local actors in environments of international relations, which does not mean to compete or overlap with the tasks and responsibilities that are legitimate to National States at the international level. The goal of this research is to obtain information and analyze the performance of NGOs in global environments in order to verify if a possible alignment of ideas, proposals and policies in a global level has impacts on the formulation of social policies in these countries. Thus, we proceeded to the selection of an area of public policy - youth policies - which has often been characterized as a concern more universalized. Based on this policies axis, was selected an organization with operations in disseminating programs globally - International Youth Foundation - and five other local organizations which are his partners in different countries located on three continents. The study concludes that in all these organizations there is clearly the goal to influence local public policies in line with the participation of these organizations in the search for global networks of institutional strengthening, alignment of proposals and strategies articulation on common goals and similar realities
