EDUCAÇÃO AMBIENTAL COM PESCADORES ARTESANAIS : UM CONVITE À PARTICIPAÇÃO.

RESUMO

This study proposes a critical reflection on the context of artisanal fisheries in the south region of Rio Grande do Sul State, especially in the municipalities around the estuary of Patos Lagoon. From the perpective of a participatory research, it aims at linking theory and practice in a dialetic vision of historical reality, using the appreciation and consideration of both transformative environmental education and critical theory as a theorical instrument. Through visitis and meetings with the fishing communities of the region, the project consists of an interaction between research and fishermen in order to link basic elements for the assistance of an environmental education politics regarding these communities. I consider that the trajectory within popular social movements and environmental movement, as well as the opportunity of working as a professional at IBAMA/RS, were absolutely relevant for the choice of the theme. The participating observation in Forum of the estuary of Patos Lagoon Fórum da Lagoa dos Patos enabled me to analyze cognitive aspects which are inserted in the actions of an instance aimed at sharing responsibilities with the State regarding the regulation and use of fishing resources in the region. The conditions and possibilities of making these mecanisms of participation Fóruns feasible depend on the vicissitudes of the political context and also on the arrangement of social forces which surround and compete for representation. Towards the construction of the methodological tool, it has become relevant the basis within the historical context of fishing and the relationship created by capitalist system, which expropriates fishing communities from themselves and from nature through alienated fishing work, generating uncertainties from the increasing water pollution and the consequent decrease in the fishing resource, as well as a conflict with technological innovations. In sum, this study signals to libertarian and transformative education as support for shared management of the use of fishing resources, as well as a fundamental tool in the construction of conditions for the environmental susteinability in fishing. Besides, this study pressuposes that it is not possible to build an environmenal education proposal without promoting deep reflection on the economic 10 conditions that sorround social and cultural relations among artisanal fishermen and fisherwomen, transforming them into a product of contemporary capitalist society, which commodifies everything, including fished species that today are termed fishing resources.
