Dinâmica comercial no território de fronteira: reexportação e territorialidade na conurbação Ponta Porã e Pedro Juan Caballero

RESUMO

The last decades of the twentieth century can be defined as a period in which substantial transformations were converted into new challenges to companies and governments. The flow expansion and the narrowing of the international competition added to the integration of national economical systems made competitiveness extend in a territorial ambit. Therefore, a new spatial logic was established: the space of flows that (des) connect the societies and the territories in the logical of the nets. In this context, the end of the national borders is spread out. These elements form the diagnosis scenery proposed by this work: analyzing the logical of the global commercial capital action in the territory of Ponta Porã (Brasil) and Pedro Juan Caballero ( Paraguai) that are characterized by the condition of conurbation. In a very specific way, the nets of commercial relationship in this border, the capital nets articulations with worldwide business, the importance of local and regional economy, the obstacles to the development of a major commercial interaction and the territorial perspectives inside a regional integration process are also analyzed. To reach these goals, the research was initialized by a pertaining theory definition and the relevant concepts to then realizing an empirical observation. The adopted methodology permitted the identification of some specificities of social, economical, cultural and political county interactions. Ponta Porã and Pedro Juan Caballero present high level of functional and formal integration that historically are present in the reality of these municipalities. The activity of reexportation is an example of conjectural integration in this territory. Nowadays, Mercosul should be the instrument of effective integration, but its not because of different reasons. The distinct policies that act in this territory generate entrepreneur and social funnels that are converted into obstacles to development.
