RESUMO

Modern economies, particularly developed countries, have shown less dependency to industrialization and conventional urban activities, due to increasing importance of the economic activities based on information, knowledge and culture, the three major components of creative economy. Taking this new trend in consideration and adopting the Eclectic Theory of Entrepreneurship as the relevant paradigm, the objective of this dissertation is the analyses of determinant factors of the entrepreneur supply of creative industry in Fortaleza and of its effects on local development. As a part of methodological strategy, were analyzed secondary and primary data on determinants of the entrepreneur supply to the creative industry. The primary data was collected through a survey applied to 157 respondents, among them private and public workers, managers and public policy formulators with activities on the creative industry. The data was analyzed both in a descriptive and quantitative approaches. The quantitative techniques used were the factor analyses and the multiple regression. Regarding to the analyses of the secondary data, it can be said that Fortaleza had strong population growth rate in the last century, mainly from immigration from rural areas, due to drought. His historical fact contributed to the formation of local culture, particularly the immaterial inheritance and cultural diversity. Immigration also contributed to the now-a-days economic and social profile of the population, formed for a majority of young people with an age between 20 and 39 years old, highly unemployed, with low level of education and income, encaged in great proportion in informal economic activities. However, both state and local government have policies to value cultural diversity and to promote citizenship through cultural activities. With regard to the multivariate analyses, it was found that the major hypotheses about the constructs of the model were validated. It means that the need of realization, the propensity to innovation, the strategic intention and the propensity to risk contribute positively to the propensity to entrepreneurship. For the first three constructs, the relationships presented a level of significance below 0,05 and the last one, the propensity to risk, was found significant with a level of 0,07, still below a 0,10 level accepted in social science research. New lines of research are suggested: the application of structural equation analyses, application of the model to other economic sector activities, as the information technology and software industry. Finally, the evaluation of public policy to promote entrepreneurship in the creative industry is also suggested.
