RESUMO

In an attempt to deal with the changes that have occurred in recent decades, many educational adjustments have been carried out. These attempts have, in common, the affirmation of a longer basic education, and the proposal of a professional education that is more wide-ranging, going beyond the techniques required for the job. The general trend in professional education policies is the choice of a curricular organization that is focused on the development of competencies during secondary level professional education for professionals in the area of health. Through a more precise definition of the competencies required for students of middle level Nursing courses, for health promotion and education, a need is perceived for a critical review of the discipline Health Education, proposed in the syllabus of two Professional Educational Institutions, one public and one private. This research sought to identify the development of the competences for health promotion and education, in the curricular practices of technical level Nursing. A qualitative approach was used, through a Case Study, in which the Education Policy Project, the Curricula, the syllabus of the Institution, and the National Curricular Guidelines for Professional Education at Technical Level, served as sources of data. These documents were submitted to content analysis, using the technique of information Blocs, and to obtain further information, a semi-structured interview was also carried out with teachers of the discipline of Health Education. Significant data were obtained, from which it was identified that the meaning assigned to the curricular practices, in relation to Health promotion, was closely related to the idea of prevention. A need arises to address themes such public policies, the history of health in Brazil, the Sistema Único de Saúde (SUS) (the Brazilian National Health System), the wider concept of health, and health education, as bases for Health Promotion. Through a synthesis of the proposals, it was possible to propose changes in the competences proposed in the Course Syllabuses of the institutions involved. The goal is train professionals through the development of competencies with an appropriate profile for practice in the idealized health promotion model, namely holistic health care, meeting the needs of the job market, and emphasizing the contra-hegemony to what is currently defended by the SUS.
