RESUMO

The financial compensations established by the Constitution of 1988 to provide states, the Federal District, municipalities, and also to direct the authorities of the Union, participation in the result of exploitation of oil or natural gas, water and other mineral resources in their territory. In the case of mining, the Union, as owner of the subsoil, is entitled to financial compensation for resources Exploitation of Mineral Resources - CFEM, which are shared between the three spheres of power in the percentages set by law. The use of mineral rents is recognized as a critical factor in determining whether or not the mining promotes the development of a region. The perspective of sustainable development, the revenues of the CFEM should be applied in the expansion of the welfare the socio-economic level of the local community and decrease the environmental damages (intra-generation) and the generation of wealth alternative to compensate the depleted resources (inter-generation. However, what could be considered as part of a strategy of the public power to capture and use such income, may not be fulfilling their duties. In this context, with this work, we tried to analyze the contribution of CFEM to the development process of the main mining towns of Minas Gerais benefited from these resources, from the perspective of sustainable development. The first part of the study was devoted to the analysis of the development process and the social potential of cities compared to all the non-mining towns of the surrounding area and the State average, as criteria of Ecological-Economic Zoning of the State of Minas Gerais (EEZ-MG). The analysis showed that the social, productive, human and institutional Cities miners potential, mostly presenting conditions favorable or very favorable, than non-miners. But when it comes to natural potential, the non-mining counties have more potential. Then, from a set of secondary data for the period 2000 to 2006, proceeded to the estimation of the effects of transfers of CFEM on each category of expenditure made by the municipal sphere of government, using the method of panel data .The main results show that there is a tendency on the part of municipalities that benefit from CFEM in implementing this feature, most preferably in administration, sanitation, health, urban planning and other functions, such as welfare, environmental management and public safety, with the resources being spent, especially in the category other current expenditure. The results also indicate that the CFEM has not been used for education expenses and has no effect on spending on the functions agriculture, trade, services, industry, the value of the investment and financial investment made by municipal governments. Therefore, observing the limits of an econometric exercise, this study indicates that CFEM is an important economic tool for municipalities who benefit, even if the application of its resources has not presented a clear link with the dual commitment - intra and inter-generation - which would, according to the literature, the ideal situation when considering a proposal geared to sustainable development.
