Comissão de Humanização: dificuldades e barreiras quanto a adequação à Política Nacional de Humanização do SUS

RESUMO

The main objective of this study is to identify the Humanization Committee (HC) difficulties and obstacles on the adequacy of the National Health Humanization Policy (PNH) of the Brazilian Unified Health System (SUS).The research was developed at Polydoro Ernani de São Thiago Hospital (University Hospital) of the Federal University of Santa Catarina. The University Hospital (UH) is managed by the Federal Government and is located in city of Florianópolis-SC. The UH Humanization Committee was chosen as a sample to conduct the study because is the protagonist of the PNH, being directly involved with this subject. It is also the official representative of the Ministry of Health to disseminate the PNH in this hospital. The committee group is officially registered with 8 (eight) members. In Accordance with the PNH, humanization means to reinforce the human value of the different individuals involved in the health production process: users, workers (clinical staff) and managers. The humanization follows three principles as strategy for changes: transversal actions, the close linkage between health care and management, and autonomy and role of individuals in work processes. The research was conducted as a case study. The technique adopted for data collection was the document analysis, participant observation and open interview with the HC group. Was used the hermeneutic method for to interpret the results. Data analysis shows that there are many difficulties and obstacles to be transposed to deploy politics more institutionalized. The interviewed identified the following challenges: the fragility of the humanization policies and the established organizational culture. The difficulties and obstacles make the full implementation of the PNH slow. However, the new managers of the Humanization Committee intend to remember forgotten principles in the institution and also to continue the policy dissemination process to become University Hospital an example of humanization. The SUS actions are still incomplete. Several activities are necessary to improve the system. Many humanizing actions are not yet being implemented in public hospitals. SUS is a system that covers all States of Brazil. There are significant cultural and social differences between several States. The resources available for each region are not equal, making difficult the universality of this system. The SUS is very complex and is too hard the complete development of the PNH guidelines. The professionals responsible to disseminate the humanization actions must know the law, rights and duties of users, the SUS structure and the PNH. The humanization should not be seen only as a differential to the health organizations, but also as a way of uniting people and to achieve the welfare of all involved.
