RESUMO

The relation between center and periphery in Fortaleza under the perspective of inequalities in the infrastructure of the basic sanitation, started being observed in the 1990s, was understood by the action of the state, associated to the appropriation of urban land by the housing market, in the unequal provision of urban services to the inhabitants of the city. To understand and to interpret the center-periphery relation in Fortaleza, focusing on the unequal provision of infrastructure of the basic sanitation, constituted the central objective of this research, which had as specific objectives the following: to rescue the process of expansion of the urban infrastructure in Fortaleza; to analyze the role of public policies of basic sanitation; to check the contrasts in the uses and in the provisions of basic satiation in the capital of Ceará to, finally, to interpret the centre-periphery relation that start from the inequalities in the provision of these services. In order to do so, it was supported by Lefebvres theoretical conception of right to the city, considering that the urban infrastructure is part of the collective construction of the city and, because of that, it must satisfy the needs of all its inhabitants, overcoming the center and periphery dichotomy, in which a minority has welfare brought about by the offer of decent conditions of sanitation. The methodology of the research consisted of the creation of a Basic Sanitation Rate (ISB), which collected the indicators of the services that encompass this sector to identify central and peripheral spaces in Fortaleza. Afterwards, the critical discussions on the construction of the rate contributed to rethink the analysis, inserting in it social and demographic dynamics and increase in land values as positive attributes for the understanding of the center-periphery relation in the studied space. It was verified that the state investment in public policies of basic sanitation contributed to foster the social and spatial inequalities, mainly when it was observed the sanitary disposal system throughout the city. The unequal state intervention in Fortaleza and the appropriation of the infrastructure as an object for the increase in land values, exclude part of population from right to the city in relation to the access to the services of basic sanitation.
