Avaliação da atenção primária à saúde : análise de concordância entre os instrumentos AMQ e PCATool no município de Curitiba, Paraná

RESUMO

Despite advances, the Primary Care in Brazil still presents challenges for its consolidation, justifying the effort of several institutions in the development of assessment tools that allow delimit the necessary changes. This study aims to assess the degree of agreement between the Primary Care Assessment Tool (PCATool), internationally validated, and Evaluation for Quality Improvement Strategy for Family Health (AMQ), developed by the Brazilian Ministry of Health and already used by more than 2000 Family Health Strategy teams (FHS). In the analysis performed by Bland-Altman analysis showed that there was agreement (P>0.05) for the attributes of Comprehensiveness (P = 0.1898) and Family-Centeredness (P = 0.0840) which did not occur in attributes First Contact (P = 0.0000), Continuous care (P = 0.0002), coordination of care (P = 0.0000) and community orientation (P = 0.0004), suggesting that the instruments are not equivalent. Considering the published studies evaluating the PCATool in our midst, the lack of validation studies AMQ and low correlation between both, it is suggested that the PCATool be used as a preferred tool in assessing the quality of health care, as well as for studies for the validation of the AMQ.
