Atenção à saude bucal na Bahia: experiência de descentralização, oferta de serviços e cárie dentária

RESUMO

This ecological study assessed oral health attention in 11 Brazilian municipalities of Bahia State using data on the process of descentralization of health services, the oral health attendances and the prevalence and severity of caries (DMFT of 15 to 19- year-old individuals). Official data relating to dental services of municipalities were gathered through the Outpatient Information System (SIA-SUS). Data on dental caries to 2003 was provided by the National Health Department. An increase of outpatient attendances was observed, as well as oral health community actions (OHCA), although dental appointments did not increased in the process of descentralization of health services. A reduction of surgery procedures participation on total clinical procedures is observed, but this kind of procedures still predominated in small counties, were the registration of individual clinical procedures was also worse. All municipalities had a bad registration of OHCA, showing the need of register standardization. This methodology permitted the proposed assessment, even in the presence of SIA-SUS register difficulties, and could be useful for the evaluation of health care programs.
