RESUMO

This research aims at investigating the PROEJA policy, implemented at the federal sphere by the decree nº 5.840 from July 13th, 2006. The program mirrors the concerns of the educational context in the field of Youth and Adults Education in the beginning of the XXI century when this matter becomes the main point to the government formal agenda. We have used the theoretical assumptions of the political analysis in the descriptive line of the Incremental Model. Such methodology is appropriate for our case study since our object of analysis refers to a non structural change in the Brazilian education system. The scope of this work is the federal legislation which institutes the Program in its foundations and guidelines for implementation. The focus of the analysis is the contribution of other educational programs and their contexts which made it more or less difficult to upgrade the PROEJA to the governmental agenda. We point out the participation of political, economical and social organizations which interfere direct or indirectly in their relation with the construction of the educational policy for youth and adults in the country. In order to identify and get to know the subjects who are directly involved in the construction of the agenda of the integration of the Professional Education with Basic Education in the Modality of Youth and Adults Education we have used semi structured interviews with actors who have participated in the construction of the theoretical foundations and/or the legislation and management of the program from its concept up to the legal implementation, in 2007.
