RESUMO

The relationship between feed and health do inherent the interlocution between trade and food safety (FS) policies. While many studies have approached how sanitary measures, or non-tariff measures, of developed countries affect the developing countries food exports, few have disentangled the opposite, that is, how sanitary measures adopted in developing countries impact their exports, or how the relationship between FS policy and food trade policy process in those countries. On this way, this work objective was to study the relationship between food safety and fish trade of Brazil and Chile for the 1995 2009 period. For so, it was utilized a descriptive approach with secondary data and econometric analysis. On the statistical analysis, it was used the gravity model of trade. With the descriptive research, it could be noticed that Brazil and Chile are distinct in terms of the relation between food safety and food trade. While Brazil opted for ensure first a safe food for exports, Chile has given initial priority to their own market. It was observed also that both countries presented difficulties in exporting fish totally safe to the United States, nevertheless, in Brazil the problem is much more intense. Besides the econometric analysis point to a positive effect of the Brazilian option regarding their fish exports, which allowed the country to export almost 500 times more fish products to developed countries, this effect didnt confirm if comparing with the Chilean, with Brazil exporting almost 19 times less fish products to developed regions, due to their FS program. Therefore, it can be said that Brazils strategy for producing a safe food to export markets, in this case fish products, wasnt efficient, at least part of it. Still, the results seem to indicate that the best way of exporting a safe food is to prime to the sanitary quality of the food delivered inside the country, been the exportable food safe a consequence.
