RESUMO

This dissertation treats about formation of citizenship making an examination in comparison with the reform of higher education promoted in 1995 until 2007, in this country. The general objective is to analyse the educational public policies related of higher education existed in Brazil from period of 1995 to 2007, that concerns of citizenship development and social justice, and has as specific objectives: 1) to analyse the development of citizenship concept and his relationship with education; 2) to examine the citizenship concept that was presented at the educational public policies of higher education existed during Fernando Henrique Cardosos government (1995 until 2002) and Luiz Inácio Lula da Silvas government (2003 until 2007), in comparison with constitutional structure; 3) to make an analyse of the documents existed from period of 1995 to 2007 referred from public policies of higher education; 4) to provide subsidy to new public policies compromised with the formation of citizenship. Were chosen as analysis of category: citizenship, politics, formation and democracy, and as theoretical reference it was sediment mainly at the scientific production from Antonio Gramsci, Dermeval Saviani, Paulo Freire, Álvaro Vieira Pinto, Karel Kosik, Esther Buffa and Naura Syria Carapeto Ferreira, and others intellectuals of education, who allow the development of necessary reflection of work production. The methodology was based at the dialectic conception from history not separated the theoretical pole of empirical pole. Were used technical resources of speech analysis and documents analysis. Were made analysis of the Republic Federative Constitution of Brazil and an astute exam of principals documents produced in this two governments, related to superior education, that allowed identify the neoliberal ideology that was present at the reform of brazilian higher education. It was evident, at the end, the citizenship promoted in those governments speeches was based on a market idea, treated as liberal citizenship supported by the idea of human being seen as a thing.
