RESUMO

With the implementation of the Unified Health System of Brazil, health promotion has become an important strategy for improving the health of the population, particularly, in the oral health field. Being thus, the priority actions of promotion in this field enclose community educative-preventive activities. The purpose of this study was to analyze the oral health policy and the oral health attendances between 2000 and 2006 in Distrito Federal in the perspective of health promotion. It was a quali-quantitative research divided in two stages: the first one, analyzes the health plans of the oral health program of Distrito Federal. The second stage was based on a descriptive analysis of the information from the statistical reports of the SES-DF and the Outpatient Information System (SIA-SUS) database. The variables analyzed were: profile of attendance, population covered by public dental services, pointers of the Pacts of Basic Attention and resources invested in the oral health care program. The data were analyzed by the software Microsoft Access 2003. The results had disclosed that the participation of health promotion in the oral health police of Distrito Federal was limited; a low coverage of dental services and a predominance of individual basic procedures in the group the 0 14 years. One observed a coverage tax of dental appointments of 10,5% and a ratio of exodontias of 6,49%. Preventive individual procedures had overlap of nature. There is an effective need to adjust the oral health planning to the health promotion policies, to extend the access to the oral health services in the primary health care and to invest in community actions.
