RESUMO

This dissertation has the main objective of identifying the limiters to Brazil s inclusion in the internationalization of R&D activities in the telecommunications sector. The first stage of the research seeks to characterize R&D activities in the sector and to illustrate at what level this internationalization occurs. The characteristics of R&D activities in the sector - complexity, modularity and interoperability - create a potential for the division of work, which is put into practice by a few elements: regulatory and economic liberalization, changes in the knowledge base, competitive pressure and organizational changes. Empirical evidence confirms that the process of R&D internationalization really occurs, but also shows that it is concentrated in a few countries, of which China and India are gaining room. Stimulated by few references to Brazil in this process, the second stage of this research begins with a picture, which illustrates that the participation of Brazilian subsidiaries takes place in a limited and restricted way, which adds up, in great part, to product development and adaptation activities and to a few technological niches. Following that, ten attraction factors of R&D activities are analyzed from specific elements of the telecommunications sector and of the Brazilian context. The result of this analysis is a list of the main elements that limit Brazil s competitivity in the attraction factors of R&D activities. From there, there is a discussion regarding the influences of the dimensions of the telecommunications sectoral system of innovation - scientific and technological fields, users, applications, demand, actors, networks and institutions - on the attraction factors of R&D activities, showing that these are interrelated. The conclusion from this, is that technological assets - such as qualified labor and the existence of research and educational institutes - and market-related assets - like market size and its growth potential - are the main determinants of the limits of Brazilian competitivity in the attraction of R&D investments. Finally, two implications for public policies related to the attraction of this type of investment are brought up. It is indispensable (i) the existence of public policies dedicated to the attraction of R&D to Brazil and (ii) its focus must be the strengthening of technological assets, primarily, and market-related assets
