RESUMO

The present work aims at discussing the influence of the Interamerican System and its international norms in the development of human rights protection in Brazil, in the period that followed Brazilâs ratification of the Interamerican Convention on Human Rights. In order to do so, we will revisit the realist and institutionalist approaches in Political Science, concentrating on the old confrontation between the existence of norms and anarchy in the international system. We assume that these norms actually influenced the process of Brazilian democratic consolidation, since in this period of time emerged in Brazil a normative and institutional network that didnât exist before. This network continues to suffer, however, from the persistence of informal authoritarian norms originated from the brazilian colonizationâs historical context and strenghtened by the authoritarian experiences that Brazilâs been through. We also affirm that this development has only been possible due to the work of the national opposition that, with the support of international norms, institutions and advocacy networks, has had its claims legitimated and were able to exert pressure more efficiently on the national government. Moreover, we argue that this development originates from a process of international socialization and not from a given governmentâs specific policy orientation. Finally, we argue that Brazil is in the fourth step of the spiral model discribed in Ropp, Risse and Sikkinkâs work , which is the prescriptive status, and therefore the country faces innumerous problems in implementing rights, despite their institutionalization
